Likely means secret for the public not for the contractual parties tbh. Not that Ashley would care as long as he sees the real money though... That is seperate to the business transaction and so is perfectly fine. The 'fit and proper' test comes after, not that it appears to be too difficult to pass. So notwithstanding the fit and proper persons test, the club would have to have made some efforts to ensure that the funds have not come from a dubious source.
