Scanning the article sounds like Spain has similar issues with generational wealth distribution as us, and then you can add in Airbnbs in places like Barcelona. Then scapegoat immigrants. There needs to be some form of non-resident tax, if you're not going to live in it there's a % uplift in tax on the price, read something few weeks ago where there was a new estate somewhere in Wales (iirc) where a new estate was sold out but only 20% of the houses were bought by private buyers.
