Not because of the tax code, but for lifestyle factors. And it's not for the weather is it? If those billionaires wanted to avoid the tax, wouldn't they already be in Monaco, Jersey or the Cayman islands? Reform are the very real threat to them so they have to start drawing the battlelines.
