Trump, for example, can say whatever he likes and even when his statements are quoted back to him he just shrugs it off. Russia seems to be acting without fear of repercussions from the wider world. The Saudis can murder a journalist and shrug it off. It's not as simple as the attention span of the public. There just doesn't seem to be any power holding the powerful in check.
