Was supposed to be finished in 1989, the year I was born and it's due to be finished in 2012, the year I'm 23. They know that if the North Koreans are stupid enough to start pushing buttons then the US will steam in and destroy them handing power over to the South Koreans and putting another westernised state right next door to them.
