It's not instant replay that's the problem it's the referees that interpret the rules differently, in all sports. Some refs won't call a penalty or pull out the red card if it's early in the game and other such nonsense. Some of the rules need more clarity where there is less doubt which should speed things up, but mostly the referees need to call the rules as they apply. It's never going to be perfect but as time goes on the fans will accept it.
