i'm sorry like but we don't need to be hearing these kind of excuses. why should we be years behind the big boys when it comes to scouting potential transfer targets? Because we have been a shambles in the past? and his time spent at other clubs was looking at players that would come and who he could afford and with limited resources?? Do think Wenger contacts/knowledge appeared over night? We have had only had Krul and Zoggy come though in recent years from scouting for young talent.
