Agreed, a true meritocracy requires a fair amount of redistribution from top to bottom so that everyone has a fair acces to basic civic rights and equal opportunities. Inheritance tax does this pretty well, it takes from those who have done very little to deserve a lump sum of money and if implemented correctly redistributes it to the less well off through something like a child trust fund.
