You simply cannot block VPN traffic. VPNs connect businesses together as well 3rd party vendors. Then you have remote workers who need to use VPNs to connect not only in hours, but out of hours as well (eg to fix problems etc) I could go on. Its an absurd idea from someone who doest have a clue.
