I think the jist of the law is that if you've been charged more than it cost the bank/credit card company to perform the action in question then you can claim the money back. So if they charge 35 quid for returning a direct debit and it actually only cost them a fiver you can get that back so I'd assume the same goes for being overdrawn, I got a couple of charges back for been overdrawn a few months ago.
