For instance, what if one manger got ManU away in the FA cup in the third round, and another got a string of thrid division outfits at home? The latter's win ratio would be significantly boosted. Being in Europe would be a big boost too, and by your reckoning a manager getting results in the intertoto is better than drawing in the CL!
