As a general rule, you should really defrag windows at least every two or three weeks (obviously depending on how often you install software), it doesn't really matter if you do it in safe mode or not, though it may be marginally quicker that way.
To prevent crashes and to maintain a high level of performance, you should also reset your windows page file at least once a month.

According to the bloke I know who works in Endemol, there's people who use their "insider knowledge" to make an absolute fortune from it, since they know who's up for eviction about an hour after the nominations have taken place, and have a fair idea of who's going to go.
Hence why you can never get decent odds.
