You can but I'm talking about a situation where we let the likes of Dummet go and didn't have the required number of home grown players so used U-21s instead.

If you have the time then this thread is a pretty good explanation on how Man City cheated FFP. Basically disguising owner payments via sponsors. It seems that CAS let them off the hook due to the fact that many charges were time barred and they weren't presented with actual bank statements to prove that Man City were actually doing what the emails clearly show they were doing. -
My knowledge is based off Football Manager but if you need four home grown players and don't have any then you just name a 21 man squad rather than 25 but can still use u-21 players in the matches as they don't need to be registered.

No but the lack of home grown players just means you have to reduce the size of your squad but this can still be supplemented by U-21 players.

One bonus about Europa Conference football would be that it would allow us to build up our co-efficient so hopefully we don't get the group of death next time we're in the CL.
