If hes going to give that and wants confirmation that he can, he'll get it. If he isn't going to give it and says "its hit his arm but I'm not convinced it was intentional" then the VAR won't say "you're definitely wrong" so the penalty won't be given. It definitely took too long though, but more because the technology in the stadium let them down, said in the VAR thread that it is ridiculous that the screen didn't work and they had nothing else to offer in a multi-million pound game, featuring two of the worlds richest clubs.

I think it was close enough to have been a fair call, but most of my experience of things being given as penalties regards them being given against us so...
