I suppose the difference is, it doesn't affect the team they're playing for in the tournament.

Most likely the clubs participating are bitching that they're unable to be involved in business and therefore arguing they're at a disadvantage. Fairly certain that participation is elective and not mandatory though.

The clubs can fly their medical teams to wherever it is and do the medical in situ.

Presumably more to do with the players involved rather than specifically the clubs? I suppose it makes sense - you can't complete the transfer of a player involved in an active tournament. Begs a massive question on the timing of the event though.
