It's a tricky time, like. Trouble is capacity at the moment is being achieved by cancelling all non-urgent surgery and other procedures, and you can't do that indefinitely, so what constitutes "capacity" is necessarily going to be lower in the future. I do think you're right though, in that they'll be eager to ease the restrictions ASAP even if it means imposing them again soon afterwards, same as they were eager to avoid the restrictions in the first place. People need to be introduced to new concepts things slowly (for better or worse).
