I'm not sure about non-clinical but I got additional holidays after 10 yrs service (been qualified 13 yrs now) and I know I got over 300hrs when I was full-time. And yes, that is inclusive of hours in lieu of bank holidays.

Us NHS workers who do shifts on the shop floor get the bank holidays aswell because we have to work them.
