It all goes back to the margin for error point again though. Howe clearly doesn't want to take those risks. Plus we're basically saying why can our scouts not find players that are really good and would improve us and btw good enough to play in the CL and at the top end of the PL, but that no other top team wants. I imagine that's something a scout can do with a level of player that is good enough to play CL football once every 5 or 10 years, not multiple times in a transfer window.

The answer is that we could take a risk on those players at that time, because we could be reasonably certain that they could take us from relegation certainties to a much better place. Now that we are finishing in the CL spots, the margin for error if we want to stay there is dramatically reduced. And so players that you know can do it at the top level in the PL are a much safer bet.
