It depends if they determine that the offside player is active in the play. I would suggest they were otherwise Shelvey could have just let it go harmlessly through to Dubravka, but it's up to the ref to determine that and going to VAR they'd probably not consider it clear and obvious.

I’m sure if Shelvey hadn’t made contact,offside would have been given.It’s a daft rule because the defending player is never going to let the ball run.
