Who decides the sanction length and how I it executed? I heard it suggested it comes down to a HoP vote which sounds ridiculous. Hopefully whatever happens it will deal the tories more reputational damage.

In the short term yes but if it gets rid of Johnson it gives them a year to recover. It's the best option for Sunak in the longer term imo. He'll be found guilty imo but I admit I don't understand how the sanction is decided.
