That's the problem, though. It seems as though the on field referee is scared to make a decision, knowing VAR is there to check and let him know, whereas the VAR then follows the on field decision. Someone needs to take responsibilty, either on or off field, but both seem to be abrogating that responsibility. It was a clear and obvious error. That's precisely what VAR's DNA was about, surely.
