Not a reference to the classic 1980s concept album by Marillion, although clearly a pun, but actually about a futuristic dystopian society (of course) where working class children are injected with drugs to make them mature much quicker so they are not a burden on society (there is no equivalent in the animal world as human which have such long feckless adolescence). I might add in s bit of Logans run euthanasia.
