It isn't 3 clubs anytime in a 12 month period, the rule is you can't play a competitive game for 3 different clubs between July 1st and June 30th. No, the ruling's actually "Any vaguely plausible sounding excuse and he can play for as many clubs as he fancies within a 12 month period." Easy mistake to make, though.
