Smacks of Bernie being at fault more than Max IMO - he was desperate to get the Gold, Silver & Bronze farce in and when that failed, this became the natural replacement! They've just had the most gripping finish to a WDC ever and, had they applied these new rules last season, the championship would have been over when Massa crossed the line NOT Hamilton.
