He handled it outside the box which was observed on the replays and the incident was reviewed by VAR. At the very least it's a handball and a free kick to Man City. As for it being about the ball or player that's relevant, if it's the goal line and the ball crosses it, it's a goal. Position of the ball, not the player is what's relevant.
