The very last para in the conclusion references the leaked emails and basically says there is no evidence that they went through with the plan that is outlined in the email. As the twitter thread states, the evidence that is lacking is the bank statements to evidence the movement of funds. The conclusion doesn't question that there was an intention and a request to funnel shareholder funds through sponsor payments. They just can't prove that the plan was put into action because presumably they can't demand the paper trail from companies that aren't under investigation (the sponsors). I know you dont believe there was wrongdoing but it looks pretty smelly to me.
