Ashley loves a gamble, he doesn't want long term success - that doesn't excite his limited brain. He wants shorter term dopamine hits. He wants to risk relegation and all for the buzz of gambling - win or lose. This is buffered for him by the TV money, so he can further justify risk. Also, he wins often enough to keep him at the table. This is why he wants control of transfers. Outside of pure spite, this is the only logical explanation for his behaviour.
